State Revolving Loan Fund Program for Best Management Practices (BMPs) Implementation


Sauk River Watershed District attains State Revolving Loan funds (SRF) from the Minnesota Pollution Control Agency and the Environmental Protection Agency via grant/loan applications for project specific areas within the Sauk River Watershed District.
        The purpose of this program is to assist landowners in funding Best Management Practice (BMP) implementation projects. The SRF dollars are low-interest loan funds available to citizens within designated sub-watersheds for various types of BMP’s and facility upgrades, such as septic systems, manure management systems and erosion control projects.
        The uniqueness of this program allows citizens to repay their loan through a special
assessment placed on their property taxes. Property taxes are paid accordingly and the SWRD receives the money from associated counties twice a year.
         The SRWD is required to follow Minnesota State Statue 103D (605) when proceeding with special projects such as projects funded by the SRF program.  The SRWD is required to inform the public of funding availability. This is done for two consecutive weeks prior to the scheduled board meeting in which a public hearing is held. A brief article describing the project and its funding capabilities are submitted to the local newspapers in the associated sub-watersheds. To finance the public notifications a $25 application fee is required.

Funding Restrictions:
The purpose of the SRF loan program is to assist watershed residents in improving water quality in area resources by implementing Best Management Practices. Projects that do not provide any benefits to a water resource is not eligible for funding. At times, some projects may be considered if water quality benefits is the primary focus. These projects need to be reviewed and approved by the  SRWD board and the funding agency project manager.

Funding Restrictions:

  • No expansion Projects

  • Not for commercial use for any type of project  or equipment.

  • No new septic systems for new construction

  • Not for refinancing previous projects

  • Not for projects in mitigation or litigation with another landowner or unit of government.

  • Not for drainage projects if no benefit to the environment.
